So to answer a couple of these questions.
The draw is only on the 120 volt circuit and does not effect the 12 volt. Unless I'm missing something, as I unplugged the converter and put a pair of solar panels on the batteries. When trying to isolate the draw, I found that only when the main circuit breakers were of did it continue. Flipping all the other circuit breakers off did not change it.
