With the PD and its tapering at first instead of staying at constant rated amps, I would prefer the PowerMax which does stay at constant rated amps for Bulk Stage. The thinner wire might make it exit Bulk early though.
With the existing thinner wire, the PD could do better because the CW lets you force it into Bulk voltage. This is one thing the PD can be good for, where you have undersized wire but do have that CW.
I don't know how you can figure out ahead of time what these things will actually do once installed. Should be able to use I =V/R somehow
