Yes. He will only gain in smaller footprint and weight.
If doing it by the book, you want 20% safety margin with PWM, this is max 24A. This means only 3*7.25A 208W panels for total 22A. 4 panels would be at his own risk.
With 12V panels he will get the same 21-22A, unless again taking chances with 28-29A. I've checked different 12V panels, and they all add up to either 20-22, or 28-30.
I like how this Bogart PWM is integrated with Trimetric to automatically adjust charging parameters, but I like high post-controller amps better. The only way to get higher amps is to get MPPT and use as many panels as it would accept.
