Ok, there is a recent thread out there MPPT vs. PWM and some post were a little confusing to me. Instead of hijacking his thread I started a new one. My set up is two 208 watt Sony panels with 28....

Yes. He will only gain in smaller footprint and weight.
If doing it by the book, you want 20% safety margin with PWM, this is max 24A. This means only 3*7.25A 208W panels for total 22A. 4 panels would be at his own risk.
With 12V panels he will get the same 21-22A, unless again taking chances with 28-29A. I've checked different 12V panels, and they all add up to either 20-22, or 28-30.
I like how this Bogart PWM is integrated with Trimetric to automatically adjust charging parameters, but I like high post-controller amps better. The only way to get higher amps is to get MPPT and use as many panels as it would accept.
