It's not that critical and the mfg has probably specified the lowest torque possible. With a 6 1/2" long, 3/8" drive Craftsman ratchet I can get within a few ft. lbs. of 15 ft lbs. by tightening until snug (first resistance). If you do try 7 ft. lbs., I'd suggest to tape and dope the fitting. That will help with leak avoidance.
