You just can't choke up on the ratchet and do snug? If you are not snug enough all that will happen is a little water leaking out. It never crossed my mind to put a torque wrench on the water heater plug but I guess I know snug and his buddy tight.
But I could understand the O.P. trying to do what is right by the book, if that's what they want.
