Sooner I think the fault light is for gas only, not electric. So if it's steady on sounds like the WH is not lighting on gas. I agree with low/no propane flow. Have you checked to see if you tripped the stupid "excess flow" device from hell to make sure you're getting full pressure on gas supply?
