Water Pump Doesn't Work - When City Water is Disconnected

I agree as sometimes I do have just enough pressure after disconnecting and with the water pump turned off. This last time I didn't have any pressure in the line, nor would the pump work. On the other hand, sometimes the pump will continue running and not stop. But it is intermittent which is why I wonder if it is the pump that has a problem?
