Check the suction side of pump (line that goes from tank to pump) for any loose fittings, cracked fittings or possibly another line that has an open valve on it other line could be part of a winterizing kit where you stick the line down into a jug of anti-freeze and use pump to discharge it thru plumbing lines).
You are sucking air...that's why it worked OK on city water connection but not when using the pump
