"Can You help me understand what shows they may be sulfated? Should the charge cycle of got the hydrometer reading higher then the 80%. The batts do show 1275 when fully charged on the hydrometer."
If they go to 1.275 then keep charging at 14.4 till the hydrometer gets to there. You did not finish the recharge if the SG is still low. There is "SG lag" at the end where the SG has to catch up with the SOC but that is not the issue here.

Yes the Iota controller is not like the CW on the PD. You do not have control to keep it in boost or force it from boost to 13.6 so you can run it from a small generator for a while then put it up to boost once the gen can handle that.
I suggested the adjustable voltage PowerMax, but you chose the PD, so that's that for that. Your manual charger would be a good choice for an attempt to desulfate the batts, but you have to be there to keep an eye on things ( but not too close if it is spitting up at you )
