Harbor freight multi-meter. When the battery dies or you accidently hit voltage on ohms, toss it and open another package! :)

That said, an audible/lighting test light is a fantastic way to check things a meter can't such as a very short pulse of current. I used to wire up trucks for a living and an audible test light is a must have!!
