Aquaseal aka Freesole. Sold in camping/kayaking stores, REI etc. Sticks to rubber and rubber-ish surfaces and to plywood. $6 for a few oz tube. Or any other urethane glue.
Manufacturers probably use a decent adhesive but don't put enough adhesive under the rubber, or don't spread it well, or - most likely - don't press the rubber firmly to the entire surface of plywood for 8-10 hours required to cure. So air pockets are left. Don't repeat their mistake and make sure to press it firmly overnight with a piece of 2x4 etc. Put a piece of polyethylene grocery bag between the rubber and the weight, otherwise the weight will glue to the rubber.
