What tool to remove fresh water fill collar to replace hose?

Trying to replace fresh water hose from fresh water fill to fresh water tank. I need a special tool to remove screws holding outside flange. There are two fasteners with very small round holes. RV is a 2001 Dodge Roadtrek 190 Popular.

Those look like pop rivets.

Those look like pop rivets to me. You would need to drill those out.

Could the holes be for a spanner wrench? Like this The two pins in the wrench fit into holes and then you can turn a collar off.

Whoops didn't see the photo, yup pop rivets and get out a drill bit slightly larger than the hole.

Can you reach the hose clamp from inside?
