The PM3 works the same as a WFCO in that on start up, after the initial spike in battery voltage from 12.x to 13.x you always get when charging, the battery voltage should be under 13.2v or it won't do boost. That means the battery voltage before charging starts has to be down around 12.1 or less. If the spike goes above 13.2 then the charger will not go into boost.
(The PM4 corrected that feature from WFCO style to Iota style by having that 15 min boost feature so you don't have to be so low in SOC to get boost. You can still get boost starting at 60% or whatever)
My mod was to change the 13.6 voltage to 14.8, but if the same thing happens as with the PM4, then that could mean my boost is still there and be above 15v. I have never used my mod PM3 in a situation where it would see the initial spike under 13.2v so I don't know.
Now I am worried if I ever did, the thing would jump to 100a at 15.Xv and that would make for such an in-rush current on the 120v side it would shatter the thermistor. ( I have a couple spare thermistors though.) Hmmm. I will wait for the OP's test on his PM4 to see if his blows up before trying it with mine! :)
??? like with any 3 stage charger, wouldn't it start at a lower voltage and then rise to 15.xv? or does the mod change that as well?
(my mod 75 rose quickly to 14.8, but that was on 12.8v batts)
