Stainless steel doesn't "rust", it corrodes. Rust is a product of carbon steel corrosion. That is why using steel wool on stainless steel flatware can sometimes give the appearance of rusting SS.
Chlorine will cause SS to corrode, particularly low grade SS which is used in the manufacturing of flatware. There are numerous grades of stainless steel and exotic SS alloys to give it different characteristics such as resistance to corrosion from various chemical, strength, and malleability.
