Put a dollop of white lithium grease on the spring that pushes against the directional dial and it should stop. The friction from the steel spring and plastic components causes your problem.
This was my 1st thought also, but strike one. Did just this a couple hours ago and it was a no go. I'll get up on the roof to check things out soon as I can :h PS even with the crank handle off the elevating shaft turns.
