The Isc specification equates to zero power, not maximum power.
To truly get valid data, you would need a constant irradiance at the panel and a constant current load at the controller output.
These conditions are probably not possible unless you have a lab, so irradiance and load current become dynamic variables that muddy the data.
So, install your system using the manufacturer's recommendations and enjoy the ride, or said another way, its not worth obsessing over the possibility of squeezing out a fractional amp or two since the manufacturer has already tried to optimize performance...
