MPPT controllers can be buck/boost topology designs and can operate over a much wider range of panels voltages than a PWM buck only topology. This equates to more operating time which ultimately increases system performance.

There are many IC manufacturers that produce chips and designs for this topology. I am sure there are many others, all you need to do is to check for the lower input volatge.
