I don't believe the discussion was ever about a 2% drop in panel voltage, I believe it was relative to wiring which means the wiring loss would stay constant even if the panel voltage changed - as long as current was constant.
Plus while the panel does behave as a constant current source for a substantial part of its operating space, it becomes very non-linear with current as it nears Voc.
EDIT: If the discussion is purely based on panel power while it behaves as a constant current source, then power is linearly proportional to voltage changes, which when discussing this really doesn't help in trying to size the wiring...
