A couple of thoughts.
First, if the solar panel can't supply ALL the load needs, the battery can pickup the extra; E.G. a cloud roals in.
Second a CYA in the case for some reason the panel can't supply ALL the current needed, and the load for some reason then drops out.
Basically I think they are assuming that the panel can't be relied on to ALWAYS supply the necessary load current, that all, but then that just my opinion for what little it is worth.!!!
