I found a 2004 Ford Towing Guide. It said maximum tow was 1500 lbs and the recommended an aftermarket transmission cooler. I'll bet the Police Interceptor model had a upgrade radiator.
Anything over 2000 lbs, I would want a weight distribution hitch and electric brakes. I would also add rear air spring (bags) and the best shocks you can find.
