10% TW to 13% TW...did not seem to make any difference

I have never been on the highway you talk of but it is strange that the ride would be different from other roads. Increasing the tongue weight would help with a sway issue, is sway causing an uncomfortable ride or is there another issue. At what speed to you have problems, if you slow down does it get better.
