10% TW to 13% TW...did not seem to make any difference

If your shocks are old, a new set will improve the ride. What tires do you have on the truck?
FWIW, I have the plow package on my F250 and it is 4x4. It has ridden rough on irregular pavement since new. I would assume your toy hauler has a toy in the back and that may add to any rocking and rolling. Speed adjustments may help some but like others say, some roads are just a bad experience.
