10% TW to 13% TW...did not seem to make any difference

You wrote that the front axle height is half way between hitched and unhitched. I would adjust the hitch such that you have the same height hitched or unhitched and make sure the entire rig is leveled. Your description to me indicates you have removed weight off your steering axle when hitched and that would be a poor handling rig. Good luck
