10% TW to 13% TW...did not seem to make any difference

How are you measuring TW? What about the trailer GVW?

Not counting the permanently attached items seems a little different, they are part of the trailer and should be considered TW. They are TW as far as your TV is concerned.

EDIT: I just read the Arrow owners manual and I don't see where the weight of the permanaty installed items doesn't count. If you are at 1550lbs TW on a scale then you are over the rating.
