Thanks for all the replies. beemerphile1 said the condition is a "hot skin" and I did a Google search and came up with this site.... http://www.noshockzone.org/rv-electrical-safety-part-iv-%E2%80%93-hot-skin/ Which is a series of tech articles for RV electrical stuff. 
I found the problem as a bad cord. I put an OHM meter on the cord and the ground is broke somewhere. I cut the ends off and tried the OHM meter again and still nothing in the ground wire. I have replaced the cord and it's now fixed! I like easy fixes but not exactly cheap but is easier than tearing out fixtures and outlets in the trailer.
