You state the factory weights do not include everything that goes inside a camper, then you list a bunch of things that go outside a camper. Just an interesting observation ;)
Most campers do not leave the factory with batteries, propane, fluids, etc; but often the dealer will add these items. In my case the dealer added these as well as tested the tanks/pumps etc. My 2004 Lance 1030 sticker weight appears to be the exact weight it left the factory.
