With a replacement piece of 1/8" plywood paneling in place I marked and cut the utilities placements for electrical input, spray port, water fill and water heater.

I'll discuss the forward hole under the "Electric" thread.
The water heater placement was pretty much set in stone. It replaced two interior drawers and couldn't be shifted rearward any further because of cabinet depth. I didn't want it any further forward because of under sink storage and/or plumbing access. It would have been cool to move it slightly forward for better window alignment, but sometimes you have to take function over form.

The two smaller holes are for a hot and cold water spray port and the city water fill.
The larger hole is for the spray port. I just really wanted one of these on the exterior, because they are so handy at times. I found I didn't have room for an exterior shower (which really isn't important), but that's when I discovered a spray port that also had hot water! I thought "I gotta have that". Too cool.
The smaller hole is for the city water hook-up.
Both incorporate locking hatches.
The original city water hole (in the siding) is right at the lower right corner of the spray port. I made plywood cut-outs of "rough opening" size and moved them around here and there in my available area. Note I couldn't go too much forward due to the location of the smaller interior drawers I was retaining. And I had to cover the hole in the siding. This was the ONLY configuration I could use and still have proper spacing for the physical sizes of the hatch's (and water heater's) exterior dimensions.
Another thing to note is four small screw holes in the siding just forward of the spray port location. If you can read the pencil on the board above you'll see those holes are associated with the label cautioning users about the twelve volt electrical hook-up originally right there under the wing. I'll address that siding issue in the electrical post.
