First guess is battery isn't charged enough. Even if you are plugged in, it might not be enough power to start the ballast for the fluorescent or the generator. You can use jumper cables to the house battery or swap batteries if you have a separate one. I made 12 gauge jumper cables which work fine for starting my dead generator.
