No, that will leave most of the water in the tank. I owned two Jayco TC's of about the same vintage as yours, and on both of them you could drain the water heater tank through the low-point drain in the water lines.
Jayco didn't use check valves on the back side of the water heater like most RV's seem to have nowadays, so if you opened the low-point drains and all the sink faucets, you could empty the water heater of about 90% of its capacity.
