I would weld in 3-4 inch mounts where the torsion axle currently bolts to the frame. You would then simply bolt the axle to the new mounts. A good weld shop could fabricate the new mounts and weld them in. Ensure all mounting holes in new mounts are oblong to allow proper alignment. Your other option is to cut off the current brackets on the axle and weld in longer ones. Adding a lift to a torsion axle is very easy, especially if you can weld.
