The tongue weight that the manufacturer lists, will be the weight pressing down on the tongue without any cargo in it. Any cargo you load into the trailer, that is ahead of the axles of the trailer (closer to the tv) will increase the tongue weight. 
Looking at the specs of your travel trailer and tow vehicle, you should be well within your limits, and should be a decent combination. We towed a 22ft boat with a 2005 explorer for several years and had no complaints. Salesmen in general often lie about what you can tow, seems like your salesman was telling the truth!
