The short answer is budget considerations. Most of us live on a budget, whether large or small. There are many examples of trucks with 5.9 Cummins going 500K miles. I bet you would find a lot of difference looking under my 2008 Ram in Louisiana versus one in Ohio or Wisconsin. Actually very little rust. Better yet look at one from Nevada with its dry climate.
