To the OP, other than the common things to inspect on ANY vehicle with high miles, a 2wd commonrail Ram is about the best starting point for high mile TV.
Specifics to that truck to look for. Blow by as mentioned above. Could spend the $100 to have injector balance rates and kill test done. Cheap way since you're in cheese land is make the owner leave it out in the cold, not plugged in and start it cold, no grid heater.
If it lights right up and don't have to crank it or add heat to start it, the injecotrs are pretty healthy. If not, $2500 in parts and $600 labor or a day of your own time if you're any sort of mechanic.
At 200kmi the lift pump could be going or gone. Listen for pump running at key on and I'd want to pull a line or open and drain the filter housing and see that it's working properly. Should fill the empty filter bowl in about 2 sec.
Other than that, with no maint or owner history, judge based on condition. Most of the time, clean trucks are well cared for and beat up ones aren't.
$11k is not bad but it's not a screaming deal either. 2wd trucks don't hve near the resale as 4x4s especially in the snow belt. Use that to your advantage since you'll be the only guy looking for a one wheel wonder in the middle of Wisconsin in the winter.
