Time to take it to a GOOD shop, be it a dealer or service center. This is not going to be a easy nor cheap fix. I would request that I get the old heater core back even if it cost you a core charge. Then carefully cut it open and see just how plugged up it is. The fact that you let a shop flush it and swap out the DEX Cool makes it on you even if there was some kind of GM coverage.
Keep the core cut it open and see what it looks like, my bet it's all plugged up.
