Yes, it has to have brakes which is not to say they work. You will need to have them checked but brakes are standard equipment and I'm guessing you will find them to be just fine. We had a 2008 PS 18CK and loved it. Great trailer, good floor plan with lots of storage. Quality was above average and we never, in three years (and about 15,000 miles), had any problem with it. Just traded it in a couple of months ago on a nice 25' Class C but we will always have fond memories of that trailer. :C
