You should not need to put that much effort into that filter housing. Are you installing it with a dry o-ring? One thing I have found is that there is always a little bit of grit in the filter housing when I change filters. Some of that grit is always in the housing threads. I flush the housing and the threads on the filter head real good with carburetor cleaner and I lubricate the o-ring with a little bit of motor oil. I've also seen people use petroleum jelly to lube o-rings, but I prefer oil since I'm already changing the oil while I'm doing the fuel filters. A little bit of lube makes a big difference in how the filter housing tightens up and especially helps with removal. A lot of guys have actually broken the housing trying to remove it because the dry o-ring binds up.
