If tires are the limiting factor then why does 2013 SRW (essentially same truck) have this rating?

You will overload the rear tires long before you run out of power. A 17K fiver is going to have 3500-4500 pounds of pin weight. About 95% of that weight will be directly over the rear axle. Get something smaller or get a dually.
