2011 Silverado 2500 trans cooler

Are you even aware of the specs on this engine?
SAE horsepower, hp @ rpm 352 @ 5400
SAE torque, lb-ft @ rpm 383 @ 4300
So that means the optimal power band is between 4300 and 5400. So what's the problem?
