Because its very easy to rate it for a towing number, knowing full well it is almost impossible to get that tow weight while keeping it under the payload. They can say it can tow 15,000 lbs, but payload is still about 1500 lbs. Impossible to get tow weights that high with payloads that low.
They gamble on the fact that the average truck buyer is too stupid to do the research ahead of time and only care about numbers they see in a commercial.
