Full WILL slow you down.
Also, Tow/Haul engaged??? The exhaust brake works anyway, but with T/H engaged, the brakes work down to about 20 MPH, versus 30 MPH with T/H off.

Mine will slow me from 65pmh to dang near a complete stop on a long off ramp with tow/haul and the exhaust brake set on 'auto'.
