What is the model of converter? Some have dual output, one circuit to the battery (13.2 V indicates it is operating) and one output circuit to the 12V system. It sounds like the latter is not operating in your case or there is a bad connection. You should also have power from the battery to the 12V system so it sounds like you have two problems or one bad connection point. Have you pulled the distribution panel of the 12V system to inspect for a loose or burned connection?
