Asking politely to reduce pollution just won't work. You need taxes and yearly anti-pollution inspections. It's not even a theory of how it could work. It already works perfectly in Europe.
Drawback of course is that then everything is more expensive since goods are transported. Also what is the benefit of cutting pollution from cars and letting the industry pollute as much as it wants?
