I'm pretty sure none of the Ford's automatically apply the brakes in any of the tow haul modes. Now the "Hill Decent" mode will apply the brakes and this is for going slow down steep grades as this system will maintain the exact speed when you apply the brakes pedal. By applying the brake pedal you reduce the speed 1 mph and is a pretty good feature.
My '12 in tow/haul mode you simply apply the brakes to initiate the exhaust brake once and that's it. No brake application is every applied automatically.
