Cummins already has. In fact, not only does Cummins have a new 6.7L with no EGR that meets all US EPA Tier 4 as well as European Stage V stationary and off-road emissions requirements for 2016 and beyond, Cummins introduced the elimination of the EGR in their new 12 liter engine earlier, and extended the EGR-Less design to their 9 liter, 4.5 liter, and 3.8 liter engines as well.
However, these are all for off road and stationary applications currently. On road applications, such as the 6.7L that goes in the Rams, have not yet been announced to have eliminated the EGR. The OBD emissions requirements and maintenance of the after treatment systems in on road applications are stricter, and involve more dynamic operational conditions on road.
Just ask the engineers at Volkswagon how hard it is to meet on road diesel emissions requirements. :)
That all being said, if I had to wager a bet, I would bet that Cummins will be one of the first, if not THE first, to successfully eliminate EGR in On Road diesel engines in the near future, especially in the over 8.500 GVWR class, beating the other two of the big three. The move will likely depend on a successful and proven maturation of after-treatment technologies.
According to this the 6.7B will be available sans EGR
