If they would have truly been designing an engine for the heavier trucks, they would have made a larger displacement, slower revving inline-6 (like the old Ford/Holland 7.8 and Cummins 8.3 they used in the F-, B-, C- and L-Series trucks).
But we're talking about the F650/F750 trucks... Considering these trucks history of engines from the 7.3PSD, 6.0PSD, the 5.9 and 6.7 cummins the 6.7PSD exceeds or matches these engines power depending on which engine power configuration you choose.
I can assure you someone just didn't wake up in the middle of the night and came up with the wild idea of putting the 6.7PSD into the F650/F750 trucks. Ford's goal was to completely cut their ties to Navistar and to build their own trucks with their own powertrain.
