Having toured a few RV manufacturing factories, all RV's are built from the frame, to the holding tanks-plumbing-electric wiring, to the floor, to the interior. Inside walls first, inside cabinets first, then wall frames, attach the upper cabinets and roof frame. Then last is the insulation, and outside wall skin. Roof covering is almost always last and finally, air-conditioner and vents installed.
I'm very familiar with how TTs are constructed in the factory. The 'inside out' method of construction is ideal for a factory setting since they are basically assembling pre-fabicated components and need to do it as quickly as possible. I'm not really constrained by time issues so I will be doing the exterior shell first and then fitting out the interior.
My plan for construction would be to have the frame leveled, build the floor (placing holding tanks, electrical, plumbing and gas lines as necessary). Using the floor as a flat, level work surface I would then build the exterior walls using a sandwich style construction (1/4" ply exterior, 2x framing w/rigid insulation and 1/4" ply interior). The wall framing and insulation would be glued and screwed to the plywood sheathing. This type of sandwich construction will be light weight, rigid and strong.
