I had considered that but my thinking behind having the water heater on the bottom is that there would be an additional layer of protection for a person in the bunk in the (very unlikely) event of some kind catastrophic rupture of the tank while it is under pressure. There's probably a one-in-a-bazillion chance of that happening.
