That's because GM was spending money like crazy like paying to have a third party witness their engine testing processes to be 2327 compliant right before the big GM government bailout. What GM should have been doing was reduce their spending and cut all non value added expenses.
Another big waste was the design of the small V8 Duramax and tooled a factory just to pull the plug months away from production while the market was going into the chitter. I'm sure they paid big money to have a third party witness this engine testing too. Just to be 2327 compliant and spent money like no tomorrow.
My last GM truck purchase was a '92 Chevy truck and while it was a good truck for it's day, GM just lost it's way with poor management.
About the only smart thing Barra has done was refuse a merger with the loon Macaroni.

Is it hard on you to see people driving anything other than Fords?
If a guy in a Chevy or Dodge was trying to merge in front of you would you flip him the bird and let 3 Fords in?
