It might be possible to take 2 - 20 lb tank covers and cut the top off one and pop rivet both together. They sell back up washers for use with the pop rivets. You will probably need them to keep the pop rivets from pulling through the plastic.
If overlapping the 2 covers before pop riveting them together doesn't work. You might cut a strip of aluminum sheet metal to cover the seam between the 2 covers and then pop rivet each to the sheet metal.
