Mine had a problem like yours and I found the overheat button thermostats above the gas valve embedded in rubber was open. Parts was about $20, and works great now.
Believe you can jump the buttons to do a test.
OP has a pilot water heater.
Adjustable thermostat is on gas control valve
ECO (high temp) is large probe that sticks into tank from backside of gas control valve. IF it trips.......must replace gas control valve.
Nothing like your Atwood water heater.
IF ECO (high temp t-stat) OPENS on yours you should have gotten a 'fault' light (RED light on control panel)
